A manuscript assessment is normally quoted around length, genre, complexity and the depth of feedback. The most useful assessment explains strengths, weaknesses and next editorial steps rather than simply giving a score or a generic opinion.
What an assessment can cover
Structure, pacing, character, argument, audience fit, clarity, consistency and readiness for deeper editing can all be part of the brief.
What it usually does not replace
An assessment is not the same as line-by-line copyediting or proofreading unless those services are specifically included.
Use it to plan spend
A clear assessment can help an author decide whether to revise independently, commission developmental editing or move to copyediting and production.
